Cap Estate Association AGM - April 2026

The Cap Estate Association (CEA) held its Annual General Meeting on 16 April 2026 at The BodyHoliday, Le Sport, bringing together members of the Cap Estate community to review the Association's work over the previous year and discuss priorities for the year ahead.

The meeting included the President's Report, presentation of the 2025 financial statements and 2026 financial position, updates from the CEA's subcommittees and the election of the Executive Committee.


It also highlighted the considerable amount of work taking place behind the scenes on behalf of Cap Estate residents.


Roads, drainage and infrastructure

Improving Cap Estate's roads and infrastructure remained a major focus during the year.

CEA continued its twice-yearly roadside de-bushing programme, investing $9,800 during the year, together with a further $6,560 to clear critical drains ahead of the rainy season. Speed bumps throughout the community were also repainted.


There was encouraging progress from the Ministry of Infrastructure, including the resurfacing of Kilibwi Road and Kilibwi Crescent, work on Flamboyant Crescent, and replacement of a culvert on Flamboyant Way.


However, a number of roads and drainage issues remain outstanding. CEA has formally identified roads requiring resurfacing or repair, together with seven drainage culverts requiring attention, and continues to engage with the Ministry of Infrastructure to progress this work.


Protecting Cap Estate's residential character

The enforcement of Cap Estate's restrictive covenants was one of the most significant issues discussed at the AGM.


CEA continues to oppose breaches of the covenants relating to the development and use of residential properties, except where unique or special circumstances may apply.

Of particular concern is the conversion or development of properties for multi-family residential use where this conflicts with the restrictive covenants.


To strengthen the Association's response, a dedicated Covenants Enforcement Subcommittee has been established and independent legal advice obtained.

CEA has also been engaging with the Development Control Authority (DCA). Following discussions with the DCA, work is underway on a revised Land Use Zoning Plan for Cap Estate, intended to assist with the consideration and enforcement of appropriate development across the community.


Protecting the established residential character of Cap Estate remains an important priority for the Association.


Security

Cap Estate remained relatively safe during the reporting period, with only a small number of burglaries reported.


Guardsman remains the preferred security response provider and now has two vehicles assigned to Cap Estate.


Residents are nevertheless encouraged to remain vigilant and report crimes or suspicious activity promptly.


Keeping Cap Estate clean

The CEA's environmental programme achieved a fantastic response from residents and local businesses.


Two community clean-up days were organised across Cap Estate, the first coinciding with World Cleanup Day on 20 September 2025 and the second taking place on 17 January 2026.


Across the two events:

  • approximately 100 volunteers took part;

  • staff from Cabot, Sandals, Cap Maison and BodyHoliday joined residents and volunteers; and

  • more than 400 industrial-sized bags of rubbish were collected.


CEA intends to continue organising at least two community clean-ups each year while also supporting wider initiatives aimed at addressing littering at its source.


Noise and community concerns

Noise affecting residents also remained on the agenda.


The Association continues to follow developments surrounding Saint Lucia's proposed Noise Abatement Act and to engage on events and activities that may create unreasonable disturbance for neighbouring residents.


CEA will continue to represent the interests of the community on noise and other quality-of-life issues affecting Cap Estate.


Improving communication with residents

A major step forward during the year was the launch of the new capestate.org website.

The website provides a central source of information about the Association, its work, community projects, Executive Committee activity and matters affecting Cap Estate.

CEA has also introduced dedicated email accounts to make it easier for residents to contact the Association and its officers.


CEA finances

The 2025 Financial Report was presented to members together with the Association's financial position for 2026.


As at 16 April 2026, CEA reported:

  • $21,496 cash on hand and in the bank;

  • $19,200 revenue received during 2026;

  • $1,592 expenditure during 2026; and

  • approximately $19,000 in outstanding membership dues still to be collected.


Work was also underway to move the Association's banking to Republic Bank to improve online payment facilities, while PayPal had already been introduced as an additional payment option for members.


Membership contributions are essential to CEA's ability to undertake road maintenance, environmental projects, legal work and other initiatives on behalf of the community.


Looking ahead

Several projects were highlighted for the year ahead.


These include plans for six new bus shelters and improvements to the minibus service, a new Cap Estate entrance sign, and the longer-term ambition of introducing paved pedestrian sidewalks within Cap Estate.


Alongside these projects, the Association will continue its work on roads and drainage, security, environmental improvements and the protection of Cap Estate's residential character.
